No. Regular Telegram chats are stored in the cloud, so they reappear automatically when you sign in on a new device. Secret Chats are the exception: they are device-only and end-to-end encrypted, so they do not sync.

Open Settings then Privacy and Security then Two-Step Verification and set an additional password. This password is required alongside the SMS code whenever you log in on a new device, protecting your account even if someone intercepts the code.

Yes. In Settings then Privacy and Security then Phone Number you can set who can see your number to Nobody, and choose who can find you by it. You can still chat normally using your public @username instead of sharing your number.
